California Air Resources Board Releases 2020 Mobile Source Strategy
On October 2, 2020, the California Air Resources Board (CARB) unveiled a discussion draft of its 2020 Mobile Source Strategy. The strategy incorporates the zero-emission vehicle (ZEV) goals set forth in the recent Executive Order issued by California Governor Gavin Newsom and sets out steps for achieving those goals, such as requiring manufacturers to support and promote advanced technologies and in-use requirements for advanced technologies. It also sets out certain assumptions, such as that 70% of all light-duty vehicle sales in 2030 will be ZEVs or plug-in hybrid vehicles, and, beyond any regulatory requirements, that 100% of all medium- and heavy-duty sales will be ZEVs in 2035. The discussion draft also evaluates options for moving toward off-road electrification. In addition to the public meeting held on October 7 to discuss the draft, CARB’s strategy will ultimately also be informed by its upcoming Advanced Clean Cars II regulations, in which it intends to incorporate its ZEV sales mandate rule.
