CARB Proposes 2040 Zero Emissions Mandate for Medium- and Heavy-Duty Trucks

On September 9, 2021, the California Air Resources Board (CARB or the Agency) released a draft proposal for the Agency’s Advanced Clean Fleets (ACF) regulation, which would mandate zero emissions for all new medium- and heavy-duty trucks sold in the state beginning in 2040. The draft proposal provides an exemption for authorized emergency vehicles. The ACF draft proposal is intended to complement the Agency’s landmark Advanced Clean Trucks regulation issued in June 2020, which requires medium- and heavy-duty truck makers to begin selling a certain percentage of zero-emission models beginning in model year 2024.

The rule also includes zero emissions mandates for public state fleets, drayage trucks, and high-priority and federal fleets. In the ACF proposal package, CARB includes a presentation, cost discussion document, and draft regulatory language regarding the 100% zero-emission-vehicle sales mandate, public fleet requirements, high-priority and federal fleet requirements, and drayage truck requirements. The public comment period is open until September 27, 2021.

The amendments have been proposed following extensive discussion between CARB and the Engine Manufacturers Association (EMA) during 2023, which culminated in CARB agreeing to revise its heavy-duty vehicle emission standards to align more closely with U.S. Environmental Protection Agency standards.

U.S. Department of Transportation Announces $623M in Grants for Electric Vehicle Infrastructure

On January 11, 2023, the Department of Transportation (DOT) announced $623M in grants to expand electric vehicle (EV) charging infrastructure. The grants are part of the Infrastructure Investment and Jobs Act’s Charging and Fueling Infrastructure Discretionary Grant Program and have been made available to fund 47 EV charging and alternative fueling infrastructure projects in 22 states and Puerto Rico. Ranging from $500,000 to about $68.3M, 36 of the grants were awarded to EV charging and hydrogen fueling “community” projects in rural and urban communities, while the remaining 11 grants were awarded to “corridor” projects focused on fueling along roadways to assist in establishing national EV charging and alternative fueling networks.
